New legislative framework on short-term rentals and tourism businesses processes

Law 5170/2025 on short-term rentals and simplification of the process for establishing tourism businesses has been published, with effect from Monday, 20 January 2025. By virtue of the new law:

  • Specifications for short-term rentals are provided, according to which, short-term accommodations must have natural lighting, ventilation and air conditioning, insurance, firefighting equipment, smoke detectors, and a first aid kit.

  • In order to ensure compliance with such specifications, audits are carried out by the Ministry of Tourism, or jointly by representatives of the Independent Authority for Public Revenue (AADE) and the Ministry. The relevant fine amounts to Euro 5,000 for non-compliance, with a progressive increase in case of repeated violations.

  • Simplification of the procedure for the establishment and operation of car rental offices, motorcycle rental businesses, three-wheeled and four-wheeled vehicles over fifty (50) cubic centimeters and shipping brokerage offices by a notification procedure is also provided in the law. The competent authority as well as the process for notifying the operation of businesses are determined.

  • In case of breach of the notification requirement, a fine that amounts from Euro one hundred (100) to twenty thousand (20,000) is imposed.
