When it comes to improving government efficiency on a local level, public procurement is considered to be a key component of structural reform. Although the public procurement legal system was very complex, it has gone through significant transformation in recent years; this has been a result of the existence of the EU law public procurement framework as well as the establishment of a centralized public procurement authority. Our Public Procurement & Concession practice had already been active long before these changes and has accumulated invaluable experience in working with potential bidders, actual bidders and awarding authorities. We help them to manage the risks related to procurement processes and guide them through the complex, constantly-changing regulatory landscape.

Experience
We assist our clients in all legal issues and procedures related to the award, performance and termination of public contracts, and ensure that they achieve the best possible results. We advise awarding authorities on the launch of public tenders, guide bidders and potential bidders through complex tender requirements and work closely with them in order to devise participation strategies and adopt any necessary self-cleaning measures. In addition, we monitor tenders and compile all-inclusive bids, which play a key role in the success of the process. We also draft and negotiate public contracts for procurement, services and concessions, and we provide advice on potential changes in public procurement contracts post-award, such as substitution of contractors or termination of contracts.
We often combine forces with our project development experts to advise clients on public procurement law issues in relation to works contracts and concessions for major infrastructure projects, as well as award procedures for PPP contracts. We have been involved in many of the privatisation projects launched by the Hellenic Republic Assets Development Fund. We also work with our M&A experts to provide comprehensive advice covering public procurement law aspects for mergers, acquisitions and reorganizations.
Since our extensive involvement in the 2004 Athens Olympic Games and throughout the years, we have accumulated experience in providing industry-wide or project-specific procurement advice in areas such as energy, defence, tourism, pharmaceuticals, technology and infrastructure.
We assist clients in challenging award decisions when in breach of the pertinent public procurement rules and in defending themselves against such challenges. We also represent them both before administrative authorities and administrative courts.
